Meningitis Vaccine Requirement

Texas House Bill 4189 (HB 4189) requires that any incoming new student who lives on campus must either receive a vaccination against bacterial meningitis or meet certain criteria for declining such a vaccination before they can live on campus. A “new student” is defined as any new applicant (includes transfer students) regardless of classification and any student who has lived on the campus previously and is applying to return to campus housing.

Incoming students who live in on-campus housing will be required to provide either proof that the vaccine was taken OR evidence that the student is declining the vaccination.  The evidence that the student has received the vaccination must be submitted in one of three formats and must show that the student has received the vaccination at least 10 days prior to living on campus:

  • A document bearing the signature or stamp of the physician or his/her designee, or public health personnel (must include the month, day, and year the vaccination was administered). OR
  • An official immunization record generated from a state or local health authority ( must include the month, day, and year the vaccination was administered). OR
  • An official record received from school officials, including a record from another stat (must include the month, day, and year the vaccination was administered).

If the student is declining the vaccination, evidence about this must be submitted in one of the following two formats:

  • An affidavit or a certificate signed by a physician who is duly registered and licensed to practice medicine in the United States, in which it is stated that, in the physician’s opinion, the vaccination required would b injurious to the health and well-being of the student. OR
  • An affidavit signed by the student stating that the student declines the vaccination for bacterial meningitis for reasons of conscience, including a religious belief. A conscientious exemption form titled “Affidavit Request for Exemption from Immunizations for Reasons of Conscience” must be obtained from the Texas Department of State Health Services and sent to the school.

Students who apply for housing can receive a housing assignment prior to submitting this information but will not be allowed to occupy the assigned space until the correction documentation has been received in the Residence Life Office. The documentation must show that the vaccine was given 10 days prior to moving into a residential facility.

Collegiate Bed Lofts

The Residence Hall Association (RHA) has partnered with Collegiate Bed Loft Company, Inc., a company that provides bed loft kits for residential rooms as well as offering area rugs and other accessories.  Collegiate Bed Loft Company, Inc. is the only allowed and approved loft that can be used at The University of Mary Hardin-Baylor.

What are the benefits of getting a bed loft kit?  Space in residential rooms is limited and lofting a bed will increase the usable floor space in the average room up to 40%.  The program is very simple, here’s what you do:

  • Order on line www.cblorder.com.  MasterCard and Visa are accepted.
  • For $245 plus tax, you can lease a loft for the entire academic year.
  • The loft will attach to the bed supplied by the University
  • The loft will be installed in your room when you arrive and removed after you move out. Setup and take down are included in the lease cost.
  • Area rugs and other accessories, such as hammocks, can be purchased from this site as well.

IMPORTANT: Order soon – Collegiate Bed Loft Company, Inc has a limited number of lofts available. Lofts are leased on a first come first serve basis.

RHA is a campus organization made up of residential students and focused on improving residential life.   RHA will receive a small stipend for each bed loft leased.
